It seems that Babu bashing has turned out to be a favourite pastime for the Netas.
This was once again reflected in the Question Hour here in Odisha House on 28 July.
A single question took almost 40 minutes.
The query was on providing facilities to the lawmakers, so that they can perform efficiently.
Amar Prasad Satapathy, NCP Member asked what are the amenities are being provided to the lawmakers in various states of the country enabling them to function proficiently.
Replaying to the query, Raghunath Mohanty, Minister Parliamentary Affairs said that “we are yet to receive the details in this regard”.
On the second query as to whether Book Circular No.47 is implemented properly or not, it took all together a different turn and all the guns were aimed at the officials.
One after another lawmakers pointed out that the Circular is inside the files and officials are just not bothering to adhere it.
Treasury Bench Members were of the view that in Odisha the Book Circular No.47 is ignored by many senior officials.
Minister said that “we have issued directions to all the Secretaries, Directors, Heads of the Department, Collectors RDCs and even the Ministers’ offices to adhere to the Circular”.
Many Members were of that the Circular is repeatedly violated by the officers.
And even Ministers are also behaving in that manner, alleged lawmakers.
Even a senior lawmaker alleged that Minister of his own district is ignoring reply on the letters issued by him.
On earlier occasions Treasury Bench members also raised serious charges against the top officials in the House.
Many Treasury Bench members alleged that mandarins are ruling the roost and Peoples’ Representatives were not given proper respect.
Taking in account to the allegations of the lawmakers the Assembly Committee on Ethics has time and again warned the officials to adhere to the Book Circular, said Dr.Ramesh Chandra Chhayu Pattnayak, Chairman of the Committee.
